Job Description: IMTS is looking for candidates with expertise to assist our Federal customer in conducting the testing of field communication products and systems to promote standards-based operability and interoperability. This professional will conduct and report on the test and evaluation of land mobile radio and other field communications devices and systems. This position will work alongside the Customers Field Communication Laboratory Manager in providing the testing services.
The testing will be performed on various land mobile radio, microwave, cellular, and satellite communications equipment and software to determine whether they meet the user requirements, comply with industry standards, and agency specifications.
Some industry standard based testing will be conducted in an ISO-17025 accredited laboratory using the processes, procedures and tools identified within that accreditation.
Other testing will assess field communications equipment and system manufacturer firmware and software updates. Integration testing may also be performed to determine how equipment may integrate into existing agency systems and to also analyze integration issues to determine the cause and recommend solutions.
Job Responsibilities: - Monitoring and maintaining the laboratory’s environmental conditions.
Maintaining and managing the laboratory’s internal computer network.
- Maintaining and managing the laboratory’s records repository.
- Maintaining the laboratory’s ISO-17025 accreditation documentation including the quality management system, operating procedures, records management system, inventory system, and management and internal control auditing.
- Interviewing key personnel and DOI customers to determine equipment and system testing requirements and desired outcomes.
- Planning, scheduling, and coordinating testing with the customer.
- Receiving, tagging, and maintaining an inventory of all Equipment Under Test (EUT) and returning that equipment upon request of the equipment provider.
- Participate, with the agency, in briefings with the customer on the test results and findings.
- Protecting the testing results and customer proprietary or sensitive information by limiting access to individuals with a need-to-know and who are approved to receive that information by the Radio Program Management Chief.
- Upholding any Non-Disclosure Agreements (NDAs) established between the agency and the customer.
- Assist the Test Engineer with:
- Configuring systems to support the standards and specifications testing, assessing the implementation of a software or firmware update, and emulating a proposed integration of new equipment into an existing system.
- Conducting the testing using the defined test plans and following the established procedures.
- Documenting the testing results to answer the questions of the desired outcomes.
- Producing detailed test reports targeting technical personnel and summary reports for non-technical personnel.
- Updating test plans based on requirements, industry standards and specifications to achieve the desired outcome with repeatable results.
Required Qualifications: - 2 or more years’ experience with developing test procedures and/or conducting formal testing of field communication and Land Mobile Radio (LMR) systems.
- 2 or more years’ experience with Information Technology (IT) networking including Local Area Network (LAN) and the configuration of switches.
- 2 or more years’ experience configuring and updating radio telecommunication devices (P25 portables, mobiles, repeaters, base stations, microwave radios, dispatch consoles, etc.) via computer software and/or device web interfaces.
- 2 or more years’ experience troubleshooting LMR systems including UHF, VHF, 700/800, microwave, satellite, and dispatch consoles.
- Knowledge of relevant standards for electronic testing defined by the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC).
- Knowledge of communications relevant industry standards defined by the Telecommunications Industry Association (TIA), Institute of Electrical and Electronics Engineers (IEEE), and the Alliance of Telecommunications Industry Solutions (ATIS)/3rd Generation Partnership Project (3GPP).
- Knowledge of radio theory and the ability to design, implement, and test LMR systems that will meet the operational needs of the department.
